Position 1-

The 2018 farm bill legalized hemp and defines hemp as “any part of” the cannabis plant, including “all derivatives, extracts, [and] cannabinoids,” that contains less than 0.3 percent delta-9 THC by weight.
Since delta-8 THC is sourced from hemp, and not marijuana, it is legal at the federal level and been upheld by federal courts throughout the nation when States have attempted to ban it. Most recently a state law in Arkansas attempted to redefine hemp and ban delta-8 was overturned by a federal judge opening that state up to a lawsuit and legal constitutional battle.
Under the proposed legislation Wyoming Bill HB0106 a hand full of legislators seek to ban or limit Delta-8 THC and other naturally occurring cannabinoids by redefining the legal definition of hemp. Again, Federal law states “State and Tribal governments are authorized to put more restrictive parameters on the production of hemp, but are not authorized to alter the definition of hemp or put in place policies that are less restrictive.”

Delta-8 THC vs. Delta-9 THC: Delta-8 is safe and should not be considered a synthetic compound-
Delta-9 THC is the only controlled substance in hemp per the 2018 Farm Bill at a legal level of .3% by dry weight.
Delta-8 THC creates more of an in-your-body sensation and physical relaxation. With less psychoactivity than delta-9, delta-8 produces moderate euphoria without the anxiety often associated with delta-9. It can help people feel more in tune with themselves, more present in the mind, and relieves pain and tension in the body.
Furthermore, Delta-8 THC is found naturally in small amounts in cannabis as a less psychoactive derivative of Delta-9 THC, but its production through chemical synthesis in a lab doesn't make it unnatural. Many industries use this method to produce safe compounds at scale, like aspirin from tree bark. Regarding Delta-8 THC products on the market, there absolutely needs to be regulations for safe extraction just as with any other cannabinoids. This safety all relates to the use full panel testing and transparency of certificates of analysis (COA) for finished and raw products, as well as the care taken in all process steps: extraction, purification, isolation, and so on.

Scientific evidence supports cannabis as healthy alternative to other intoxicants leading to an improvement in public health-
History has shown its safety compared to alcohol and tobacco as alternative to these harmful substances.
We urge the establishment of a regulatory framework prioritizing consumer safety and grounded in science based on age restrictions and proper usage.
Position 4-
Prohibition harms consumers, fuels illegal markets, and contradicts free enterprise-
We urge lawmakers to reject bans and work with industry experts to create policies that open markets, encourage innovation, and create jobs. They also urge support for hemp cannabinoids against broad legislative restrictions that would turn consumers and patients alike into criminals by outlawing and/or limiting THC derived from hemp.
